Chargebacks in 2026: What High-Risk Merchants Are Facing

Chargebacks have moved from an operating cost to an existential one. Card-not-present fraud losses are projected above $35 billion globally, and for merchants in subscription billing, digital goods, nutraceuticals, travel and gaming, a ratio that drifts too high no longer just costs money. It costs the account.

Why a business gets labelled high-risk

Five things drive the classification, and only some are within your control: the industry itself, high average transaction values, prior chargeback history, cross-border sales, and subscription or free-trial models. That last one produces the single most common dispute in the category, the customer who genuinely forgot they subscribed.

The thresholds that matter in 2026

This is where a lot of published guidance is now out of date. Visa retired both the Dispute Monitoring Program and the Fraud Monitoring Program and replaced them with the Visa Acquirer Monitoring Program (VAMP). VAMP works differently from what it replaced: rather than tracking disputes and fraud separately, it combines them into a single ratio.

On 1 April 2026 the excessive threshold dropped to 1.5% for most regions, with a floor of roughly 1,500 combined fraud and dispute events in a month before a merchant is assessed at all. Mastercard's Excessive Chargeback Merchant program sits at 1.5% alongside a minimum monthly chargeback count.

Because the networks revise these figures and enforcement varies between acquirers, treat published numbers as direction rather than gospel and confirm your own position with your processor. The practical takeaway has not changed: if you are above 0.5%, act now rather than waiting to enter a monitoring program. By the time you are formally flagged, you are already months behind the transactions that caused it.

Three pillars: prevention, alerts, representment

Prevention is the cheapest and by far the most effective. A billing descriptor customers actually recognise, a refund and cancellation path that is easy to find and easy to use, proactive contact before a dispute is filed, layered fraud screening across AVS, CVV, 3DS2, device fingerprinting and velocity checks, and detailed delivery or access logs kept as future evidence.

Alerts buy you a window. Early-warning networks notify you when a customer disputes with their bank, typically giving 24 to 72 hours to refund or cancel before a formal chargeback is recorded. Coverage has expanded significantly across the UK, Canada and Latin America.

Representment is fighting the ones that land. Evidence has to match the specific reason code. A complete package, including transaction data, proof of delivery or access, communication history, accepted terms and prior clean transaction history, wins 40 to 60% of disputes. Generic or incomplete submissions win under 20%. The difference is almost entirely preparation.

What to do about it

Chargeback management is an ongoing discipline, not a one-off fix. Audit your descriptors, implement proper fraud screening, subscribe to alert services, build representment templates organised by reason code, and monitor your ratio weekly rather than monthly. Chargebacks lag the sales that caused them by 30 to 60 days, so a monthly figure is always telling you about a problem you had six weeks ago.
