What is the acquirer actually asking?

If cash flow is genuinely constrained, tell winners honestly with a date rather than going quiet. A documented delay is survivable. An unexplained one becomes a reputation problem that outlasts the freeze.
Should I keep running promotions during a review?
Generally no, at least not paid entry. Taking money for entries you may not be able to process or fulfil compounds the problem, and if the review concludes badly you will have added a second cohort of affected customers to the first.

Lead with the legal categorisation. A specialist acquirer's first question will be the same one that caused the freeze, so arriving with counsel's opinion, current rules and evidence of controls skips the part where you look uncertain. Disclose the prior freeze and what it was about, because it will be found and volunteering it reads far better.
Then build redundancy, since compliance policy at a single acquirer can change for reasons that have nothing to do with you. Not depending on one relationship is the practical lesson, and it is what problem prevention is for.
